4.1 Introduction #
All newly hired workers must receive initial safety training. This includes temporary workers, contracted workers, student workers, interns, and volunteers. At a minimum, this training must cover the department’s emergency action plan (EAP), which should include what to do during emergencies (e.g., fires, severe weather, evacuations, active attacker, etc.), how to report accidents, injuries and near-misses, and how to receive medical treatment for work-related injuries and illnesses.
In order to document that this initial safety training has been provided, a “New Hire Safety Training Checklist” (below) should be completed for each person by the worker’s supervisor. Each worker’s Checklist must have parts 1, 2, and 3 completed, at a minimum. The rest of the Checklist should be completed as necessary, depending on the duties and activities of each worker. Completed Checklists should be maintained on file in the department (in the department Blue Binder, if the department is required to have a Blue Binder).
Additional initial safety training may be required depending on the worker’s job duties or work location. For example, staff that work with hazardous chemicals must receive Hazard Communication Training. Staff that wear any personal protective equipment (e.g., safety glasses) must receive personal protective equipment (PPE) training. Many other job duties and work locations have many other safety training requirements, which are spelled out in this CSP. The CSP Training Matrix, located above in the Related Documents header, can be used to identify the safety training courses available to employees.
Some safety training topics require both initial safety training and refresher safety training at designated time intervals. For example, workers that could be exposed to asbestos containing building materials must receive asbestos awareness training annually. As a general rule, all safety training should be retrained on at least a 3-5 year interval, if not required sooner. Specific requirements for safety refresher training are listed in the many chapters of this program.
All safety training should be conducted before a worker is required to conduct the job duties, or work in the location, that has triggered the safety training requirement. All safety training should be conducted by a knowledgeable instructor or have knowledgeable person available to answer questions from the training participants.
All safety training shall be fully documented, to include:
- the identification of the participant;
- the date of the training;
- the topic(s) trained; and
- a positive mechanism showing that the training was completed (e.g., the name and signature of the instructor, or a secured computer record).

The CSP is split into many topics (chapters), which may or may not apply to individual units. Which chapters apply to each unit depends on the activities of the unit, the locations where the unit operates, and the equipment and materials the unit uses in its operations.
The first four chapters (chapters 1, 2, 3 and 4) of the CSP apply to all units that fall under the scope of the CSP (see section 1.2 for the scope of the CSP). Units that have a laboratory, fall under the Research Safety sections of chapter 9. Units that use hazardous chemicals, but not in a laboratory, must follow chapters 5, 6, 7 and 8.
Chapters 10 and above, apply to units that have additional hazards, conduct certain hazardous activities, or have certain hazardous work locations.
